New Member | Dr. Mohammed Ayedh Aseri Office Joining in BNRSC

On July 13, 2021, Dr. Mohammed Aseri, Professor of King Abdulaziz University, Saudi Arabia, Director of Dr. Mohammed Ayedh Aseri Office for Legal Consultations signed an agreement with Dr. Wang Li, Chairman of the Belt and Road Service Connections (BNRSC), Director of International Commercial Mediation Center for Belt and Road(BNRMC), Chief Global Managing Partner and Director of DeHeng Law Offices online, officially joining the BNRSC.

Jia Hui, Secretary-General of BNRSC, partner of DeHeng Law Offices and Liu Li, director of BNRMC, witnessed the signing ceremony on site. Yang Wei, the former commercial officer of the Commercial Office of the Embassy of the Kingdom of Saudi Arabia, China, attended and witnessed online.

The service tenet of Dr. Mohammed Ayedh Aseri Office for Legal Consultations is to protect and promote investment and trade between China and Saudi Arabia through Saudi Arabian experts who are proficient in Chinese and professional in local and international economic, trade, and investment laws.

The Kingdom of Saudi Arabia was one of the first countries to respond positively to the Belt and Road Initiative (BRI), a hub connecting the three continents of Asia, Africa, and Europe, and an important link in China's efforts to promote the BRI. Known as the "Oil Kingdom", Saudi Arabia has the world's largest oil reserves and remaining capacity, and it has the largest economy and consumer market in the Middle East. Saudi Arabia has joined the World Trade Organization (WTO), the Organization of the Petroleum Exporting Countries (OPEC), and the Group of Twenty (G20). Since the year of 2015, Saudi Aribia had become China’s largest trading partner in the Middle East, and it is playing a pivotal role in the political, economic, and religious fields in the Middle East and around the world.

Speaking at the ceremony, Dr. Wang Li indicated that the exchange and cooperation between China and Saudi Arabia in legal services is very necessary. Today, the Six Gulf States have become China’s largest source of oil imports and an important engineering contracting market in the Middle East. China is the second largest trading partner of the Six Gulf States. Whether it is from the level of unique geographical location across the three continents, or from the level of energy and resource cooperation, or from the basic level of mutual political trust and economic and trade exchanges, the two sides have become more and more closely engaged in economic, cultural, diplomatic, energy, scientific and technological exchanges. Cities such as Dubai and Abu Dhabi in the UAE are hubs for east-west interaction. The mutual investment between the Six Gulf States and China is also constantly increasing, showing a good momentum of rapid growth,  which makes it inevitable that trade disputes need to be resolved by professional law firms, lawyers, arbitrators, and mediators between the two sides.  Dr. Mohammed Ayedh Aseri Office’s joining is highly welcomed, and will allow the parties to establish a good platform to assist Chinese and Arabian companies in dealing with legal and commercial matters.

Dr. Mohammed Aseri looked forward to legal service cooperation between China and Saudi Arabia in his speech. He said that Saudi Arabia's "Vision 2030" and China's BRI are complementary. Saudi Arabia has an advantageous geographical location and numerous investment opportunities spread across all economic sectors in Saudi Arabia. The legal service development potential is huge. He is willing to cooperate with BNRSC to promote the professionalization of economic and trade investment guarantees between Saudi Arabia and China.

The friendly joining of Dr. Mohammed Ayedh Aseri Office injected new strength into the Middle East section of BNRSC. Based on its deep understanding of Saudi Arabia's business environment, and legal and regulatory system, Dr. Mohammed Ayedh Aseri Office will give full play to its professional knowledge to provide both Chinese and Saudi Arabian companies with a full range of legal services.

During the signing ceremony, Dr. Wang Li and Dr. Mohammed Aseri discussed the civil and commercial dispute resolution mechanism of China and Saudi Arabia as well as other Middle East countries, specifically targeting topics related to “the Six Gulf States", such as the mutual recognition and enforcement of arbitration awards, litigation judgments, and mediation agreement, the ratification and implementation of the United Nations Convention on International Settlement Agreements resulting from Mediation (also known as “the Singapore Convention on Mediation”), and cross-border implementation of settlement agreements resulting from mediation, etc.

Dr. Wang Li introduced the establishment process and the operating mechanism of BNRMC Mediation Rooms in Astana, Kazakhstan, Lagos, Nigeria and other countries. She proposed that both parties should jointly explore the establishment of the mediation room in Saudi Arabia in accordance with the relevant laws and regulations, which would absorb sophisticated and experienced experts to join in BNRMC, who would  become mediators and experts in the investigation of extraterritorial laws. She also encouraged Chinese and Saudi Arabian enterprises to prioritize mediation in resolving investment and trade disputes.


Dr. Mohammed Aseri demonstrated that, since there is no bilateral agreement or convention concerning the recognition and enforcement of cross-border mediation agreements between China and Saudi Arabia, both parties can still actively explore and practice in the mediation area mentioned above.  

During the meeting, the two parties focused on Saudi Arabia's legal cooperation and dispute resolution mechanism, and reached consensus on the establishment of the BNRMC Kingdom of Saudi Arabia Mediation Room.

Secretary-General Jia Hui finally stated that the signing of this cooperation agreement has laid a solid foundation for the economic and trade exchanges and dispute resolution between China and Saudi Arabia on a larger scale, in a broader field and at a deeper level, and established a fair and win-win cooperative partnership with a forward-looking vision.

Dr. Mohammed Aseri has obtained a Ph.D. in International Economic Law in China from the China University of Political Science and Law (CUPL). He is also the first Saudi Arabian who obtained Ph.D. degree from CUPL. Dr. Mohammed Aseri has deep affection for China. Thus, his legal consulting office also provides free legal services for Chinese students studying at King Abdulaziz University. Dr. Mohammed Aseri is a real "Ambassador for China-Saudi Arabia Friendship”.
