BNRMC Witness the Signing of the “Singapore Convention”

On August 7, 2019, the Signing Ceremony for the United Nations Convention on International Settlement Agreements Resulting from Mediation (“the Convention”) was held in Singapore. It was first time that the Convention has been open for signature. At the Signing Ceremony, the U. N. Secretary-General Gutierrez delivered a congratulation speech via video and Singapore's Prime Minister Lee Hsien Loong made the key speech. Mr. Li Chenggang, the Assistant Minister of Commerce of China, signed the Convention on behalf of China. Representatives from 80 countries attended the the Signing Ceremony, in which 46 countries signed the convention to signal their intention to become a party to the Convention in the future. Dr. WANG Li, the Chairwoman of the BnR Service Connections and the International Commercial Mediation Center for the Belt and Road (BNRMC), was invited to witness the historic moment.

The lack of cross-border mechanism for the enforcement of mediated settlement agreements had been considered a significant obstacle against the development of mediation in international business community. After several years of work, UNCITRAL finalized the text of the Convention on Jun 25, 2018. On December 20, 2018, the U.N. General Assembly adopted the Convention, named it the Singapore Convention on Mediation, and made it open for signature in Singapore on August 7, 2019.

The lack of cross-border mechanism for the enforcement of mediated settlement agreements had been considered a significant obstacle against the development of mediation in international business community. In 2014, the United States first proposed work on a mediation convention. After several years of work, UNCITRAL finalized the text of the Convention on Jun 25, 2018. On December 20, 2018, the U.N. General Assembly adopted the Convention, named it the Singapore Convention on Mediation, and made it open for signature in Singapore on August 7, 2019.
